Ms. Esther Piracel is a seasoned development practitioner with over 15 years hands on
experience. She holds a master’s degree in monitoring and evaluation, a bachelor’s degree
in social sciences, and a post graduate degree in project planning and management. She has
tested capacity and experience in managing donor funded development programs and not
for profit organization, having previously worked with local and international development
organizations in the South.
Esther has a long track record in strategy, program management, leadership and
organizational development among organizations drawn from diverse sectors. Her specific
expertise lies amongst others in conducting program evaluations; organizational
assessments; developing or strengthening monitoring evaluation and learning systems;
leadership and governance; strategic planning; as well as diagnostic research, analysis and
learning. Esther’s major thematic/ program areas of expertise include water, sanitation and
hygiene; education, health; livelihood, we well as public policy and advocacy.
