Naomi Lugoe is program management and advocacy specialist with over 16 years serving the most
marginalized communities in developing countries. Naomi’s professional experience straddles various
areas of programme management and leadership, including strategy development, project design
and implementation, health system strengthening, resource mobilization, monitoring, evaluation and
learning, knowledge management, research and policy analysis.
Naomi has ample experience with managing partnerships with government, development partners,
and civil society. She has worked in different sectors including health, education, livelihood and
economic empowerment, as well as in gender equity and disability inclusion.
Naomi holds a master’s degree in Program Management, Monitoring, and Evaluation and a
bachelor’s degree in business administration. She has participated in several studies and co-
authorship, besides several scientific studies. Naomi has previously worked with Sense International,
RTI International (USAID Tusome Pamoja project in Tanzania), Femina Hip and Comprehensive
Community Based Rehabilitation in Tanzania (CCBRT). Naomi is also a Registered Freelance
Consultant supporting various organisations in the areas of management and development.
